I saw her legs and she has a lot of old scars all over her legs and butt. She is saving money to get a skin surgery i’m not sure what its called but i think it has something to do with laser? which one do you think is better laser or skin bleach? She don’t really care about the cost cuz its worth it?

What she might be referring to is CO2 laser. It’s widely used to remove scars but it hurts. I’ve had it done on myself in the past. It worked for me but I had to go for several sessions. It may not clear all at once. And of course, post surgery care is very essential.
Ask your friend to talk to a qualified dermatologist who has experience with such procedures. Do NOT go to a general practitioner for these procedures. There are risks involved and there could be complications.
Not to bad mouth the Philippines, but I’ve read horror stories about botched cosmetic surgery done by doctors there. But this happens everywhere in the world, not just Philippines. Thailand is another good place to consider. They have very good cosmetic laser surgery centres there and at much lower cost than compared to the clinics in the West.
